Our panel challenged the traditional reliance on response times as the primary measure of success and discussed why truly high-performing EMS systems should use a balanced scorecard that includes clinical outcomes, patient experience, workforce sustainability, operational efficiency, safety, and financial sustainability.

The conversation also explored matching the right resource to the right patient at the right time, the importance of measuring workload and unit-hour utilization, cardiac arrest survival and other meaningful clinical outcomes, the value of hospital outcome data, and the often-overlooked cost of maintaining EMS readiness.

Perhaps the biggest takeaway: response time still matters, but it is a process measure, not an outcome, and it is only one piece of a much bigger picture.

Great EMS should ultimately be measured by what happens to the patient, how effectively resources are used, whether the workforce and financial model are sustainable, and whether the system is getting better over time.
